THE STORY OF THE BALD ANGEL

Joseph Ray Banal Yang (2009 Accreditation & Equivalency Test Passer) also known as Oti, Rambo, Totikun, Ztikiz, Otep Obed, was a young man who has ventured into this world for 16 years. He may have lived a short life, but his existence will echo throughout the time. It’s not about how short you lived; it’s not about how your life ended either, but rather, how you have lived it. He has battled the disease for 3 years and there was not a single day you’d see him weak nor hear him complain.
Oti is short for Sioti, a Chinese word which means the youngest male child. Oti, the youngest of the 5 children of Reynaldo and Sylvia Yang was the most mature, most patient, and the most obedient, had the strongest faith, and had the biggest nostrils amongst the five. (Sorry Oti, hehe love you). Rambo, his nickname given to him for his character exemplified great strength and courage. He feared nothing-he even conquered each of his family members’ fear. With his God-rooted strength, he even shared this gift with us, making him the source of light for us all.
Ztikz was an avid computer gamer. His agile hands and sharp mind can catch you off guard in the game. He loved sports; he played basketball, softball, table tennis, golf, swimming, scuba diving, archery, chess, and ballroom dancing. But due to the disease he had, all activities that require mobility and a stability base had been stretched out from his life. Computer games helped him cope combined with his faith and possibility. These activities were only spices in life, but not life itself.
Otep was an academic scholar. A brain like his could achieve a lot and could nail any exam. He was about to take his first year in college; he wanted to become a doctor. He wanted to cure a lot of people and help them with their sufferings.
Totikun is a Chinese-Japanese combination. Sioti (Chinese) and “kun” (Japanese). Kun is a Japanese suffix used to denote respect or to acknowledge a younger male. His good character has earned him lots of friends and praises. He was a good leader, capable of leading an entire crew whose members would follow his every command with respect and no hesitation.

RESPONSIBLE LEADERSHIP: EMPOWERED AND FORMIDABLE

LEADERSHIP is an “EXTRA CHALLENGE”.
Head, manager, person in charge, organizer, principal, boss, chief, director…These are some of the terms that mark a leader. Before entering the world of leadership he would ask himself if he is ready or equipped enough to stand for his direction and face those uncertainties, difficulties, and hurdles. One should first furnish himself how to be a leader with FEAR: A leader who is Formidable, Empowered, Active and Responsible. Most of the leaders are knowledgeable enough of what leadership is, what the functions and the dynamics of a leader, how to be a good leader and some of the irrefutable laws of leadership. These things are very helpful but a so-called leader should not be satisfied and contented by these theories in order to be successful. All we need is to experience it because the more we practice, the more we become efficient and effective, Nothing More and Nothing Less!
Leaders are not only trained to be intellectual leaders but with healthy heart, body and spirit. The History
DISTRICT I HISTORY:
Cabanatuan District I started as a part of the Division of Nueva Ecija in the year when our country was in the struggle for peace with the support of the Americans.
In 1948, under the Administration of a brilliant educator, Mr. Cecilio Angulo, Cabanatuan District I was successful in imparting quality education to the young children of Cabanatuan. Teachers who were products of PNS (a government teacher education institution) produced successful graduates who became professionals and contributed to the economic and social growth and development of this former municipality.
When Mr. Angulo was promoted as Division Supervisor of Nueva Ecija in 1956, Mr. Pedro Medina (1955-1956) assumed the position and continued the notable programs started by the previous supervisor.
Cabanatuan City, as a part of Nueva Ecija, became a separate division because of its growing population. As a Division, it was divided into three; West District, North District and East District which was then under the administration of Mr. Leandro Padilla (1956-1958).
East District, now known as Cabanatuan District I, had been managed by the following local educators: Mr. Proceso Wycoco (1959-1970); Miss Dolores Bernardo (1971-1973); Miss Emiliana Bautista (1973-1974); Mrs. Segunda Reyes (1974-1976); Mrs. Basilisa Rafanan (1976-1978); Mr. Euistacio Sarmenta (1978-1981); and Mr. Jacinto Santiago (1981-1991).
In 1991, when the position of the District Supervisor was vacated by Mr. Jacinto Santiago, Mr. Policarpio B. Rosale assumed the position up to September of 1991 due to the Department’s proposal of phasing out the district supervisor’s position from the system. However, Mr. Macario Penzon (1991-1996) who was holding a Principal III item was designated as the Principal-In-Charge of the district with Mrs. Nora V. Pineda as the Principal of Cabanatuan East Central School and Mr. Rosale was posted to his former station.
The proposal of phasing out the district supervisor’s position did not materialize which paved the way for Mrs. Nora V. Pineda (1996-2009) to assume the District Supervisor of Cabanatuan District I when she was promoted.
When Mrs. Nora V. Pineda retired from the service in April 2009, Dr. Policarpio B. Rosale was reassigned to the District Supervisory position of district I with the hope of carrying-out the objectives and vision of his predecessors to make Cabanatuan District I a worthy educational institution.

Special Programs
- Project PLIM - Production of Low-Cost Instructional Materials (Using discarded and recyclable materials, the teachers produced instructional devices and materials for used in their respective classrooms).
- Project KKK – Kaunlaran sa Kalinisan at Kabuhayan (Emphasizing cleanliness in school surroundings and maximizing EPP as a subject. It is a joint project of the pupils, the teachers and the parents for the benefit of the school and the community).
- PCT Gardening – Use of discarded materials such as plastic pots, plastic cups and tin cans for planting vegetables and flowering plants especially in schools with small areas for gardening.
- To emphasize good penmanship and handwriting among the school children and teachers close supervision by the School Administrators will be strictly observed.
- Tell-a-Story To Read – A collection of colorful and attractive pictures will be utilized in this approach. The learner will select a picture and create a story about it. The learner will then write the story he/she created to be read orally before his/her classmates.
- DAPTA – During a PTA meeting, a demonstration teaching will be presented to the parents by the teacher and pupils. This will re-create the learning environment of a classroom during regular class hours and parents have the chance to comment and react to their children’s participation.
VISION:
Basic education aims to provide universal access to quality and relevant education through formal, non-formal and informal channels. It shall develop in the young Filipinos including disadvantaged groups and children with special needs and in extremely difficult circumstances, the knowledge, habits, skills and attitudes necessary for active and successful participation in the economic political, socio-cultural, spiritual and moral life in a just and humane society.

To see the Filipino people of today, nurturing, enhancing and articulating the best for the country and the society.
